With the revision of DC continuity in the wake of the Crisis, it was decided by DC to make Barbara Gordon Commissioner James Gordon's niece and adopted daughter.
The Batgirl story in this issue contains flashbacks originally presented in Batgirl's first appearance in Detective Comics #359.
This story also includes various references to Pre-Crisis events in the history of Batgirl, which were used to create a new origin story for the character. Most of them belong to the late 70s comics featuring Batgirl stories:

In the Post-Zero Hour continuity, Batgirl never became a US Congresswoman.
2nd Story: "The Secret Origin of Dr. Mid-Nite"
The Doctor Mid-Nite story from this issue is adapted from Doctor Mid-Nite's first appearance in All-American Comics #25, 1941
